Khulan is the supreme commander of the Tiger Claw. In keeping with Xirkaali policy, the command of the Empire’s forces is always maintained by a hemicyon rather than a human or some other vassal, even when such subjects might have more skill than the dog-men. Khulan, however, is one of the few hemicyons with a true affinity for the sea and a good grasp of naval warfare. She’s fought several engagements with the few remaining salamanders of Kong and the samurai of the Shogunate in the past. Khulan is savvy enough to recognize and appreciate the insight of subordinates, and values the suggestions of Fleetmaster Feng Yong, the human who is her lieutenant in the armada. Together, Khulan and Feng Yong have managed to bring the Xirkaali fleet half-way around the world while also keeping to the exacting schedule devised to coordinate the various Claws of the invasion.
